[opensource-dev] Is 'STANDALONE' confusing?

Agree with changing the semantics.

I'd prefer something shorter and somewhat more consistent with existing
settings, like "LL_LIBS_DOWNLOAD" or "LL_LIBS_FETCH"

However, it's not a strong preference.
