I thought the whole point of storm-34 was to give you your favorites during the login under the start at location so you could login to your favorite locations?

You can't see the private favorites before login, so you shouldn't expect to see the "favorite landmarks" setting during login. You can only see it after login. This is because you don't have a private prefs available until after login.
