Many of the groups you mention would have only a few people in them.
I'm not sure that would serve much purpose.  For example, Lex Neva,
Torley, and myself are basically your entire "Jira" group. The wiki,
similarly, has about 3-4 main contributors.

I like the idea of working groups for certain areas, but I'm more in
favor of ad-hoc groups as needs arise.   As Ryan said, as needs arise,
someone can step up and form a working group.

I like that idea better than some top-down breakdown of areas and then
trying to recruit groups for them.
