Well, much of it has been, actually:

The reason why we haven't made a priority of it is that we don't
consider the protocol frozen yet. The documentation would be obsolete
before we were done writing it.
The fine folks in Studio Icehouse at Linden Lab (Zero Linden's studio)
are working on making the protocol worthy of freezing, but they aren't
done yet. If this is an area you are interested in, you should show up
for Zero's office hour:
