I just propose *removing* of all debug-only shortcuts.  I believe this
is the third time I propose this.

- It is just an evil surprise for no-dev end users to *hide*
  undocumented shortcuts.  They can't understand what happened when
  unintentionally hit the combination.

- Unconfigurable shortcut keys are the major source of headache of
  users of a lot of desktop accessaries.  SL already has too many.

A lot of modifier keys + Fn are used by Japanese input programs on may
platforms.  Japanese input program is a replaceable component of OS
usually sold separately, and it has a precedence to capture key
strokes over application programs.  I don't know it is documented, but
I believe it is a widely-understood convention on Windows that
Japanese input programs (called IME) should use some combinations of
modifier keys + Fn keys for its own functions.  So I'd like to say it
is safe to avoid using Fn keys if you want some global consistency...

Anyway, the following is a list of Ctrl + Shift + Fn combinations that
I know:

Ctrl + Shift + F10 , Ctrl + Shift + F11 and Ctrl + Shift + F12 are
used by "ATOK" Japanese input processor, that is one of the best
selling Japanese input programs.

All combinations of Ctrl + Shift + F1 to Ctrl + Shift + F10 are used
by the "VJE" Japanese input processor.  (It was discontinued last
year, but moden Japanese input processors provides some _simulated_
keystrokes mode for it.)

All combinations of Ctrl + Shift + F2 to Ctrl + Shift + F10 are used
by the "WX" Japanese input processor.  (It was discontinued several
years ago, but moden Japanese input processors provides some
_simulated_ keystrokes mode for it.)
