[sldev] New Viewer Shell Proposal

In principle, I agree with the approach (well having carped on about the Communication Window being a failure because it seems to go in the opposite direction designwise, I couldn't say otherwise ;-) )

I do have some concerns, however, which I've added to the wiki discussion page.
