[sldev] VWR-1475 stalled? (OpenJPEG lossy patch)

I checked on the QA pipeline, and this was merged into a branch that  
is the current 'maintenance' branch. That branch is not yet locked,  
and will probably be locked as soon as the previous maintenance  
branch is merged. I don't have an exact timeframe, but this will  
probably be merged into the release candidate by the end of the year.
