Well, let's face it, the whole strategy of downloading UI from the web (as in the new logon screen, the new search etc.) does not lend itself well to community driven internationalisation.
In the current non-RC/non-Windlight client, if someone wants to maintain a High Tibetian (say) version, they can, by editing the skin files (although as has been noted here, this would be helped by tooling for maintaining the skins files after the initial translation into future versions). Although the new logon screen sends a parameter to the web server to request different languages, you are completely beholden to LL deciding to host and maintain a webpage in that language. Anyone wanting to offer a logon screen in a different language would have to distribute a third party client which either pulled down the logon page from a different server (but sent the form post to LL) or did the entire logon page in XUI.
