http://jira.secondlife.com/browse/VWR-4016 gives a suggested mechanism for this:

"It is suggested to send the user's preferred language through an Accept-Language header field in HTTP request, and let the server send back a login screen in the matching language. That's the standard way the web works."

But as noted in the last e-mail - community driven localisations are no longer possible without LL support.
