[sldev] Anyone with compile errors on Windows?

Attached are the three missing files.  Put them llscript_compile and
delete the llscript_compile_fb project from the indra_complete solution.
llscript_compile_fb's (fb = flex bison) only task was to build them from
indra.l and indra.y and it will delete them and try to rebuild them if you
leave this project in the solution.

This eliminates the need for cygwin.  OTOH, you can't play with the grammar.
