In the short term, you can pretty much count on every release having
protocol changes. In the longer term, check out some of the work
described by Zero Linden here:

As this work progresses, and we implement more robust extensibility
mechanisms you'll see the protocol stabilize more and more. I think
it'd be more productive to establish a conversation about accelerating
that work that it is to adopt a lot of extra policies and procedures for
dealing with the current state of affairs.
