[sldev] Partial downtime on wiki and jira tomorrow

Hi all,

We're going to have some downtime tomorrow, Friday, July 20, within the
maintenance window of 1pm-4pm PDT as some updates are done on
wiki.secondlife.com and jira.secondlife.com.  There won't be a solid
outage during this time, but both services will be down for multiple,
small periods of time during this period.
