[sldev] Source release for 1.17.0.9

Thanks, Anthony! What is the likelihood that 1.17.0.9 is going to be the
version released to the main grid next week? I have a few patches that I'm
working on that I'd like to bring forward to the next official release, and
I'd rather only have to integrate them into one newer build, rather than one
now and another one next week.
