[sldev] Patch: About Land floater is not resizable, ban and access lists too small

Hi SL Developers!

The About Land floater is not resizable and some of the most important 
controls (ban and access lists) are nearly unusable because of their small 
size and because they are not sorting properly. The attached patch fixes the 
UI issues as good as possible, the sorting issue probably comes from the 
caching of the avatar IDs, I'll try to fix that in the code later.

On the Jira I've attached both a patch and a drop-in replacement for 
floater_about_land.xml for those who just want to see the improved floater 
without having to patch the old file.
