OK, as requested by Rob, I've pulled together all the issues in Jira which can't be closed/resolved due to hitting this Jira bug, which I know about into https://jira.secondlife.com/browse/WEB-180.

If you come across any issue which doesn't have the close/resolve workflow options it may be worth link them to this.
