I thought that I'd have template_verifier.py ready for release today,
but it depends on a master message template that's currently
internal-only, and the Web team has been hammered with various bugs
today, so we haven't been able to export it to a public location. Soon,
though, soon.
In the meantime, though, I did post the documentation about what
template_verifier.py actually does.

This page also comprehensively describes the message template
compatibility policy created by Message Liberation (and which
template_verifier.py enforces). Feel free to reorganize it if it
doesn't make sense to put the information together like this. (That's
why it's a wiki!)
