[sldev] Commit mail for svn.secondlife.com

Hi everyone,

svn.secondlife.com is now wired up to send out commitmail messages
whenever new commits are made.  Details about the list are here:

/index.html-commits

Minor tweaks from stock install:
*  Diffs under 2000 lines will be emailed.  Diffs over 2000 lines won't
*  Link to corresponding Trac page for all commits (so, for example, you
can look at a 2000 line diff if you'd like).

Also, there's a fresh snapshot of our "maintenance" branch.  It includes
the patch that Richard just emailed to this list.
