No, because the FSF has said that non-distribution use does not require
compliance with the GPL since it is not a contract.
So the end user can violate the GPL all they want, as long as you don't
distribute it in a violating state.
In theory copyright law kicks in whenever you modify a work whether you
distribute it or not, but the FSF has considered private modifications
that are not distributed basically a free for all. Enforcement would be
impossible anyway.
