There is no altitude between 0 and 4096 meters that isn't going to  
interfere with navigation. It's bad enough that ban lines have been  
expanded as it is, having invisible boxes in the sky that trash your  
plane would be intolerable.

And there's no reason to put the region in that range anyway. It  
could just as easily be flagged by a non-zero *global* Z coordinate  
as by a specific *region* Z coordinate. In region coordinates it  
could be presented as being at "-768 meters" or at "10000 meters",  
but when you get there ground would have a zero Z coordinate but the  
global coordinates would have an origin at <12345,67890,-768>. Since  
it's a "sealed" volume at parcel boundaries navigation at these  
coordinates across region boundaries simply would not happen.

I think it could. I've talked to Lindens about it and the objection  
wasn't "Havok can't do that", but "It could be confusing".
