[sldev] Pkg-config on non-Linux?

I've got a patch in my tree [1] which adds pkg-config support
to the SConstruct file for a couple of the libraries with the
most heinous and variable include/linkage dependancies.

However, I don't know if pkg-config is used in Mac OS X build
environments.

For that matter, I don't know if SConstruct is used with Win32...
I'm guessing not for Visual Studio, and I expect mingw to work
with pkg-config, but again don't know off hand.

This is the last of my "for-upstream" patches to go into Jira,
but if this only makes sense under Linux, I'll prolly push it
back into the 'debian-local' pile.
