[sldev] Question about JIRA etiquette when posting a patch

I'm getting ready to post my patch for the debit permission prompt to JIRA.
There is (sort of) an existing bug that is related to my patch,
VWR-650 (https://jira.secondlife.com/browse/VWR-650
). However, this bug isn't very descriptive, and I figured that since I'm
posting the patch, I should open a new bug for it and resolve the other one
as a dupe. Is that the proper thing to do, or should I just edit the title
and description of the existing bug?
