[sldev] [HOW-TO] Enable Proxy for embedded browser.

Thanks for writing this!  This should totally be on a wiki page.

Also, if anyone puts together a patch that adds a dialog for doing this
from within the viewer, I will do my best to import it.  Attach it to
http://jira.secondlife.com/browse/VWR-1115

P.S. I know someone sent instructions for the same purpose to sldev a
while back but I can't for the life of me find that email.
