CHTTP is something that needs to be used, and to have a widely  
available good implementation. Putting it under GPL would have been  
like putting the Berkeley TCP stack under GPL, which would more or  
less have ensured that we'd STILL be playing games trying to get our  
ISO CLNP/TP0 and CONS/TP4 implementations talking to each other.
