[sldev] cannot open file 'OpenJPEG.lib'

It has been so very long since I built any of the versions. But in the
beginning, the build instructions were different for VS 2003 & MSVC 2005
Express. You couldn't build the debug version in the express version but
could with 2003. Have no idea of the state of things today.
