[sldev] Source release for Second Life WindLight First Look

Rob, thanks for the upload; Robin, thanks for filing the JIRA report.  I am
a couple of hundred miles from my main computer so I can't confirm where I
found the glh files but it was most likely from NVidia (indirectly).  I had
to tell VS2003 to ignore the 4244 warnings and muck around a bit with the
include paths but everything was building except for this file.

Thanks for filing that, and sorry for the hassle.

The missing llrendertarget.cpp is now checked in:
http://svn.secondlife.com/trac/linden/browser/branches/2007/windlight12/indr
a/llrender/llrendertarget.cpp?rev=138

I imported VWR-3415, and put out the initial query about the GL files. 
I wouldn't expect anything before early next week, as I'm guessing the
Windlight developers are enjoying their holiday time off.
