That's because the first time someone setup a whitelist without having 
any idea what an IP address or dynamic IPs were and locked themselves 
out of the account the bank would have to pay someone in tech support to 
walk them through unlocking the account. If you are working on a 
technical solution to a problem and it requires end users to understand 
what an IP address, certificate, or public/private keypair are you 
should stop right there and start over again.
