[sldev] [PROPOSAL] IP / Computer Black / White / Greylist and attempted login log.

Paypal has an RSA token they provide.   I guess we could do RSA token,
but that seems a lot more involved than simply locking to an IP
address.

I know a lot of people who have oodles of L$ in their account would
dearly dearly love this feature.
