I suspect Adam meant "if you use the copyrighted code elsewhere or not".

The latest flame war is because some people have trouble with "you  
can do whatever you want, just keep this copyright notice intact". I  
have no idea why people have trouble with this, after the FSF talked  
CSRG into watering down the original requirement so the FSF would say  
that the new BSDL was GPL-compatible... and so there should no longer  
be any incentive to remove the BSDL from the code.
