Since the architecture is early... how SHOULD it work?

That should depend on where the avatar is known, I think. If the  
avatar has a global identity it should be able to leave the region,  
but when it does it will only have access to assets that are  
available globally. You'd likely have a few missing image incidents  
until you remember to change into a public suit before going out.

This is another reason that the identifier of an asset shouldn't be  
the same as the storage location of the local copy (or cached copy).
