Wait a sec - this is a really bad place wave around the AWG.  We don't
want to build an architecture that imposes a restriction on how large
anyone else running simulators wants to allow prims to be.  However, for
our implementation of the architecture, there are real-world limits that
we have to deal with.

It's extremely common for service providers implementing standard
protocols to implement upper-layer restrictions on use of their
service.  We can't afford to be an exception to this.
