[sldev] Risk API question

I am attempting to get a linden currency exchange going for a client. In
applying for the RiskAPI we received the following:

"Our Risk API program requires a fully functional Linden website exchange. I
could not locate this with the url you submitted. If you have a web
exchange, please forward the url. Once we accept your site for the Risk API,
a developer will contact you directly with the information you need to
configure the Risk API."

Soooooo, I guess my question is, what is a "fully functional Linden website
exchange"? Isn't the Risk API the thing that allows us to do this?  I
presume not after reading http://secondlifegrid.net/programs/api/risk ....
however,,, unlike the regAPI section (which though in "beta" ironically has
more info) there is little data on how to get started
