[sldev] commit emails for python projects

Folks at my office hours this week asked for commit emails for certified
http.  Good idea!  So I enabled commit emails for the eventlet, mulib,
and certified_http repositories.  They're directed to the sldev-commits
mailing list, where the viewer commit emails already go.
