[sldev] [WEB] JIRA non functional

I'm getting some lovely error messages and no content in JIRA for the
last hour or so, it seems to be *very* broken ATM. In fact it seem to be
misbehaving yesterday a bit and getting very slow but now its dead :-

"An error occurred whilst rendering this message. Please contact the
administrators, and inform them of this bug. Details: -------
java.lang.ArrayIndexOutOfBoundsException: 5027 at" ..... and various
other screens of mischief.
