My reading is:
Don't assign to a Linden without their consent.

That's it. The reason should be obvious if you think about it:
When LL uses PJIRA as an official tool they will run official
reporting and whichever Linden doesn't work on this assignments gets a
spanking. As such that Linden will be rather annoyed when he finds out
that some overeager outsider has been assigning things to him.

All the other examples are pretty pointless because they have no real
use. The only useful reason to assign tasks to others is when they
can't do so themselfs or if you're authorative when it comes to what
they must do. Given Lindens don't have the authority to assign tasks
to contributors just like contributors don't have when it comes to
other contributors there's no need to debate it.

For triages it could probably be useful to have a single person assign
tasks in PJIRA during the meeting. Though in that case you'll have
consent as that one person will just have to update whenever someone
commits to providing something. That's nothing more than
administrative efficiency.
