[sldev] Updates on RC

Hi folks,

In the interest of keeping everyone abreast of what we're up to, I'm
scanning some of our internal chatter and looking for tidbits I can publish:

From Joshua Linden:
> * 1.18.3 RC0 issues still being found by residents. Several fixed

> * Data: we branched on 8/22, 5 "fixes" (2 reversions) made; RC0 went

No promises I'll be very good at finding/publishing these bits, but per
recent conversations, I'll try to be better, and encourage others here
to do the same.
