IM could be excluded.

The main point is removing the very annoying ability of somebody sitting 
right outside your land to flood everybody present with junk on the main 
channel and particles.

IMs are a much lesser problem, muting is easy and it's harder to disrupt 
the general activity of the area with it.

This sounds fairly easy, muted IMs still get logged, so all you need to do 
is to make your viewer automatically IM back with an automated reply 
saying you're being ignored.

Some help from LL could be useful here: It'd be nice to have an "automated 
message" type for this, to be able to give it a different color, and to 
eliminate the possibility of a message loop by having one automated 
service replying to another.
