[sldev] Source release for RC 1.18.3.3

Hello Everyone,

Here's the source drop for latest viewer release, which is Release 
Candidate version 1.18.3.3.  We would normally also put out the release 
snapshot, but as it stands release is in a known bad state.  A snapshot 
will be release tomorrow though even if we haven't caught anything, just 
to give everyone the weekend to look at it.
