[sldev] [PJIRA] VWR-2571 "Open Content" (Creative Commons/Open Source/GPL style) permission for SL Items

Rob gave me a tip to do the obvious, that is filing my
idea about GPL style SL content on JIRA.  So I'd like to
direct (or solicit) a branch of the "permissions" discussion
there (should be easier now that the email notification on
JIRA is working).

The idea is basically to create a permission within the
current system (and it's limitations) to express that
a creation should remain open for reuse, remix, etc.
in creations of equal end user rights.
