Ok, actually, it's just the username of our importer script.  When we
pull an issue into our internal tracker, there's a script that copies
the title and the description, wraps the description with some prose to
make it clear it was pulled in from the external database and that
someone else wrote the description (since the person who imported it is
marked as the "reporter"), puts a link back outward and says "(Note:
important details about this issue, including patches, comments and
other attachments, are only available in the public issue tracker.
Please use the URL above to access the issue)".  It also ensures the
number of the internal issue gets published in the public tracker.

See, I told you it was nefarious and awful.  But, no, I don't have to
kill you yet.  ;-)
