In the context of a competitive game environment, like say World of
Warcraft or Counterstrike, the server has to be authoritative about
pretty much everything to prevent (or at least minimise) cheating.

Rule #1: Separate policy from mechanism. Ultimately the protocol should
not dictate a particular implementation, instead it should be flexible
enough to allow for any number of them.
