[sldev] VWR-2581 Ban lists visiable to everyone?

Before the release candidate goes gold... I just entered this JIRA issue:
VWR-2581 Ban lists visible to everyone?

Are you SUPPOSED to be able to see the parcel access and ban lists for every 
parcel?

I don't know when this "feature" crept in, may be new or old, I don;t go 
around checking the settings of other peoples parcels as a matter of 
routine, but I was pretty surprised to see this the other day when someone 
was complaining about something not working right in their settings. It's 
kind of creepy and a potential source for much amusement and greifing, which 
is reason enough to make them not visible except to the parcel owner the way 
they used to be. Frankly is seems like an invasion of privacy.

Can someone confirm if this was on purpose?
