[sldev] [META] Formal critique of new auth mechanism?

Matthew, thanks for making a start here. Is everyone cool with Matthew
acting as sort of a working group chair for this document?
One process that I think would work moving forward is for people to
either sign the document as is (on the bottom), or comment on the talk
page about what is either unclear or flat-out wrong that prevents you
from signing it as is.
