[sldev] Havok4: Offer LOD degrade priority to landowners and
groups first

I like this idea, but I'd like to further it that, Your objects, on
your own land, should never degrade. The reason being, if the
griefer's intent is to break your machine, they'll just keep rezzing
more and more until eventually, it DOES break, regardless of priority
on LOD degradation.
