So don't close SVC-85 and add several more.  Keep SVC-85 open, give it a 
title that specifically represents the major outstanding complaint (even 
if it's not the original complaint), add as many more as you want with 
other specific titles, show those as related issues, and modify the 
description appropriately, directing people to the other issues as well.

For bonus points, copy over the relevant comments to the new issues.
