What makes you think that?  That's not how it is at all.  The pools are
broken up by sim class and coloc.  Other than that sims migrate around
to spare boxes all the time.

I think the only reason simulators are tied to colocs right now is to
prevent them migrating over the slower internet links unnecessarily.
