First, my IP address is only shared with computers I connect to. Not
every computer on the Internet. So it's "public information" for a
subset of the public. Just as your phone number is "public
information" for people who have ANI.
Second, my IP address is only associated with my identity if I
divulge my identity to you. So the association "my IP address" and
"my identity" is not "public information". That is, your IP address
is like an 'unlisted' number.
Third, the fact that my IP address has connected to your IP address
is only known to me and you. That's private information. It's like
knowing who you've called on the phone... the equivalent of having a
pen recorder on your phone.
Fourth, the intersection of the second and third cases is an even
smaller subset.
When you use third-party web content in world you take information
that is in the fourth category, and put it in the third category:
your IP address, your in-world identity, and information about what
systems you (identified by your IP address, and closely identified
with your in-world identity) and not just putting it in category 1,
but doing so for computers you did not intend to connect to.
