[sldev] When does maint-viewer get merged?

correctamundo, expect to see this in release (trunk) now-ish, and in the
1.23RC.

wrt tracking what is where when, why and how, there's a little pixie dust
involved, but no whiteboard. Mostly, jira wizardry reveals the master plan,
and a few white haired schedule trackers moving things along.
