US law requires you to collect certain indentifying info if you 
regularly exchange RL dollars from a   person or company.  (You also 
have to keep that info confidential, however.)  Linden Lab is bound by 
that law and would be even if it moved their servers overseas. 

Also, PayPal is not anonymous either.
