Ctrl-T/Cmd-T no longer evokes a test GUI floater at startup screen

Expected behavior: Cntrol-T or CMD-T at login screen would evoke a test 
GUI floater, allowing one to test GUI elements without having to take 
the time to log in

Actual behavior: varies by platform, but the floater doesn't seem to 
appear in any of them.
