I've read that essay multiple times, in different variants. It is  
always written by people who confuse user interface features with  
software design. Preference panes are a user interface feature for  
making the most commonly used configuration options easy to get to  
for casual users. Configuration options are parts of a software  
package's API.

I've also used Gnome, and other programs written by people who take  
that shit seriously, so I know what the thinking behind the essay  
actually leads to.
